  • UK HSE: HASAWA, CDM, PSSR, and offshore-specific regulations

ISO 45001 & Safety Management Systems

  • ISO 45001 structure: Plan-Do-Check-Act and Annex SL compatibility
  • Leadership and worker participation: top management obligations
  • Hazard identification, risk assessment, and risk controls
  • Performance evaluation: monitoring, measurement, and internal audit

Safety Culture & Behavioural Safety

  • Safety culture models: Westrum typology and Hudson maturity model
  • Behavioural based safety (BBS): observation, feedback, and ABC analysis

  • Mechanical integrity: inspection, testing, and maintenance for safety critical equipment

Layer of Protection Analysis (LOPA)

  • LOPA methodology: initiating events, consequences, and IPL credit
  • Independent protection layer (IPL) criteria: specificity, independence, dependability
  • SIF and SIL determination: when is an SIS required?
  • LOPA limitations: what it does and does not cover
Module 3

Process Safety Leadership

  • Process safety KPIs: leading indicators (near misses, PHA actions, overdue work) and lagging
  • Major accident hazard (MAH) management: barrier thinking and Swiss cheese model
  • Safety case and safety report: purpose, structure, and regulatory submission
  • Process safety competency: workforce training and assessment requirements
Practical Workshop

PSM audit exercise: teams conduct a gap assessment of a provided facility against selected PSM elements, scoring performance and prioritising top five corrective actions.

  • Air emissions: GHG, VOC, NOx, and SO2 monitoring and reporting
  • Water management: produced water, stormwater, and wastewater treatment
  • Waste management: classification, minimisation, and disposal tracking
  • Biodiversity: flora and fauna surveys, mitigation hierarchy, and offsets

HSE Performance Measurement

  • Lagging indicators: LTIR, TRIR, DART rate, and fatalities
  • Leading indicators: safety observations, near miss rate, audit close-outs, and inspections
  • HSE reporting: board reporting, public sustainability report, and regulatory returns
  • Benchmarking HSE performance: IOGP, IPIECA, and industry databases
Practical Workshop

Capstone HSE management plan: teams develop an integrated HSE management plan for a provided greenfield facility, covering legal compliance, hazard identification, PSM, emergency response, and KPI framework.
